Between August 1998 and September 2001 the U.S. manufacturing sector had already lost 1.4 million jobs. In the wake of the attacks of September 11, unemployment is likely to grow. As a result, the underlying employment problems related to trade, especially in the manufacturing sector, will be much costlier and more visible over the next few years than they were in the 1990s, when the U.S. economy was generating two to three million jobs per year.
