If they do, they will have to generate considerable political will across a number of areas, particularly retail financial services, which currently suffers from a serious lack of pan-European spirit. Otherwise the euro will deliver only a small fraction of its potential economic benefits. But it is not just financial markets that have so far failed to integrate.
